Evaluation and Monitoring Overview
The Steps evaluation team at the state level works closely with the local Steps sites to conduct state and local evaluation and to provide technical assistance to each community to ensure integration of research into program activities. Each community takes the lead on their local evaluation to the extent of their capacity and expertise. Each of the sites has identified specific evaluation lead staff that works with the state team to coordinate local evaluation activities. The state evaluation team, in conjunction with members of the evaluation workgroup, enhances local evaluation efforts, performs cross-site evaluation and prepares quarterly evaluation summaries.
Community capacity and activities, risk behaviors, the disease burdens of asthma, diabetes, and obesity, and provider care practices are the key measures to be monitored among youth, adults, and high risk populations in each Steps site.
The major data sources are:
- Behavioral Risk Factor Surveillance Survey (BRFSS)
- Youth Risk factor and Behavioral Survey (YRBS)
BRFSS is being conducted annually and the YRBS every two years of the Steps grant. BRFSS data is collected on at least 1,500 adults per year in each intervention area. Due to the large proportion of Hispanic adults that do not speak English ‘very well’ in our communities, the BRFSS will be offered in English or Spanish.
The YRBS is a high school survey conducted by the Centers for Disease Control and Prevention and by individual states. The Steps program requires that YRBS data be collected on 1,500-2,000 students in each intervention area every two years.
